When can your opponent deck out?

I was wondering if using a card that forces your opponent to draw (such as morphing jar) would cause them to lose if they don't have enough cards to meet the draw. Most people tell me that they can only lose when its their draw phase, and I haven't seen any specific rulings on a deck out, so some clarification on this would be helpful.
